Storm System in PNW-Radar Question

What exactly is happening in this system that causes the radar to look like this? Looks wild. An "atmospheric river" has been pounding the region.

Some areas are colder so it's snowing.

Mountianous terrain and sometimes in the National Nexrad feed you have two sites cancel each other out.
I remember one time over Houma which is about 60 miles from the old Slidell Site and Lake Charles much further to the west both had showers over Houma, but the national feed had nothing over Houma. So there was cancelling out or erroring that was going on in the national feed.

Ahh, that makes sense. So its more like a glitch.
