Couldn't you sidestep the issue by making 21 the voting and drinking age but granting automatic waivers to anyone with an active military ID? I guess that still leaves some hypocrisy over denying the vote to those subject to potential conscription but you just have to live with some hypocrisy. Especially considering how unlikely we are to see a draft.
