Rick Ward maybe sick of waiting in traffic but he's also a fan of taxes. He has voted for every major tax bill over the last 5 years, sponsored plenty of them as well.

Jim Bernhard profits in multiple ways with him financing this move. He uses his company to do the work and he makes money on the interest rate of the loan.
