So business with < 10 can still stay open?

Early learning centers and child care facilities adhering to the guidance issued by the Louisiana Department of Education and Office of Public Health may continue to operate.

Basically, if you are not an essential business(Section 3) and haven't been forcibly shut down(gyms, amusement parks, etc.), then you can stay open provided you have 10 or less and can stay 6 feet apart?

or if business has more than 10, then stagger shifts so everyone can work, but not more than 10 at a time.
