Under the age of 25 it should be mandatory. Insurance companies understand who causes the most accidents.

Seems like we are tested pretty much everyday in a practical manner. Why created an additional bureaucracy? People that cause wrecks or commit violations could lose their license, if you intend to put more unlicensed drivers on the road.

The real answer is to take away the cars and build mass transport.

After 60 should be required to take an actual driving test. Some of those fickers are worse than drunk drivers.
