Absolutely not. Infrastructure as in roads to handle the traffic, sewer system in place in lieu of a ditch in front of the house, utilities availble, etc.
I lived about 1/2 mile from Gonzales city limits and was still on a water well, natural gas service not available, sewage ditch along the street, terrible traffic, etc.

i really don't understand how they allow such shitty road work. None of the road work done over the past 10-12 years is worth a frick. every project seems to take longer than expected and every project results in he same shitty quality.
seems like they've been working on hwy 42 since nixon was in office. yet, the results look like something a couple of drunk rednecks built on their farm.
