Russia Launches Positive PR Campaign in the Netherlands

Russia, a country facing embargos and a war with Ukraine, is obviously and definitely behind a cyber attack against speeding cameras in the Netherlands.
If I had to guess, some annoyed people in the Netherlands paid hackers that happened to live in Russia and China to hack said cameras.
