Right time to ask for a raise?

I posted a few days ago seeking opinions on Birmingham- as I'd been offered a promotion. After a closer look, it turns out that if I moved and took the promotion, my raise would be negated by my wife's pay cut and the loss of my company car.
Background: My company is comprised of individual business units with defined territories, operating under, and loosely managed by, a holding company. A few months ago, my boss told me I was the chosen successor for his position within our business unit; that I should start handling myself accordingly; and that I would be going to industry conferences and holding company functions so that I was widely known when come time for transition. Timeframe: 3-5 years. The Birmingham opportunity was for his equivalent job, now, but with a different business unit.
Opportunity: My current boss does not know that I've decided not to take the Bham job. Due to my wife's pay cut and the loss of the car, I'm just breaking even the first 3-5 years, and I may have problems selling my house. Plus, my wife and I love Mandeville, and our kids love their lives.
Is now the right time to leverage my potential move into a raise?

Absolutely its the right time

I’m not sure you understand how leverage works. Turning down a promotion to stay in the same place does not give you leverage.

Yep, can't hurt. But being in Mandeville what trouble would you have selling your home?

He clearly said they don't know he will not accept said "promotion"

I’m sure OP has more options than just Birmingham if he is being groomed. But Kinda hard to ask for more money after turning down a promotion is all I’m saying. Maybe local office can’t afford him and Birmingham can

My current business unit would love to keep me. They won't be aware of my decision or the financial reasons behind it when I ask for the raise. It will be, "I'm thinking of holding out for my eventual promotion here, but I want a raise to seal the deal".

Just purchased 3yrs ago, needs significant updating. Don't have the cash to make repairs or hold out if it doesn't sell quickly. Lots of new construction in Madisonville that feeds into same school district.

Surely the holding company wouldn't let company compete against itself
Can you get external job locally?

The business units are independent and competitive, and I'm probably still under the radar of holding company execs. But this is the kind of insight I'm seeking.

Yes, but in 3-5 years.

So how hard would it be to get similar job from another company and not move, bc that is leverage.
I never successfully just said hey I want more money.
Can you say you got the Bham offer but really like org you are in, and want to grow there. Then ask for more responsibility that would support business case for raise promotion?

My current boss and his immediate boss both believe I'm a shoe-in for the BHam job. The job hasn't been posted yet, but the external manager making the hire (my boss's boss's equal) asked for me specifically. I met him briefly in the past and apparently made a great impression; and my personal success managing my own territory has been recognized within the larger holding company.
No, my job does not have a local analog.

That is how I'm couching it- "I'm willing to be patient and wait on my eventual promotion here (internally), but I need a raise to seal the deal". I've only been with the company for 4 years and am not near the max pay for my position- some guys have been doing my job for 25-30 years.

Can you term in task and accomplishments?

Not sales. Territorial operational management. We market a service and provide that service with contractors.

I don't know about your situation(I'm not reading that longs arse post), but I have found that asking sometime after I can quantify and explain how I make them more money than they pay me.
