A cop is on trial right now in part for not strapping Gray with a seatbelt while he was in the back of a police van. Gray broke his neck.

Do the straps/belts used in the backs of these police vehicles lock so the arrestee can't take them off? Likewise, if a cop doesn't strap you in, can you strap yourself in?

Idk how those vans are set up. For the most part it's hard for a suspect to do anything cuffed behind their back. Or at least it would seem that way. I had a guy light up a cigarette once while handcuffed behind his back so I guess anything is possible

If you don't double stack them when handcuffing it is easy for an arrestee to swing their arms around to the front.

Ref the seat belts, it is policy in our department that all arrestees are belted into the backseat of the patrol cars. So, in violation of our own internal policies is where the liability would arise.
