Question about water heater codes

Im not super knowledgeable about appliances so bear with me.
I'm buying a house, and the owners that did the renovations have the water heater in a pretty big laundry room. The heater is in the corner of the room, raised off the floor, with a drip pan and a pipe if it leaks. It has what I assume is an exhaust vent that goes through the ceiling, through the attic, and out the roof to the open air.
The inspector comes and does her thing and says, "the gas water heater is not meeting current installation guidelines, located within air conditioned living space with no fresh air vent; recommend installation of fresh air vent."
Was hoping someone could clarify what she's talking about. Can't get the inspector on the phone during this holiday weekend.

Lots of water heaters are located in cooled, living area spaces.
The fresh air vent usually applies when the heater is located in a closed door closet, there must be a vent in the door to allow fresh air.
If its in an open room or laundry room, where ya gonna put a fresh air vent ? Its not needed

You have to install a vent to the outside of your house to draw in fresh air for combustion. If it's in an air conditioned room, it's in a closed circulation system.

So, because it's in an air conditioned room, we have to knock a hole in the wall so that outside air can get in?

Is that just good practice or is that code, like the inspector said?
