Question about sales tax rate on car

If an Orleans Parish resident (for example) buys a car in East Baton Rouge Parish (for example), do they pay the combined sales tax rate for their home parish or for the parish where the sales takes place?

A friend of mine works at a dealership in La and likes when Texas people buy from him. Flat rate of 6.25% regardless of where they live.
For Louisiana they used to have to figure out if someone lived within the city limits. The taxes were different. I guess they still do it like that.
