He's now seriously considering UT Austin, Rice, Duke, Tulane, and University of Virginia.
Where is he getting money? Can he go to LSU for free? Does he plan on going to grad school? If so, undergrad doesn't matter and he needs to get through it with as little debt load as possible.
I was in a similar situation. Not quite the same. I wasn't going to go to Duke or UVA for chrissakes, but I did get some offers from several universities and LSU was free. So I went there knowing I was going to grad school. Had a blast. Now I have no debt but make a nice living as a lawyer. So it's really a matter to me of making the best financial decision or best decision for what he wants to do in the future.

Does Tulane really belong in the discussion with the other schools?

You get out of academics what you put into it. If your nephew so desperately seeks approval from others then there is a good chance he will not be as successful as his scholastic prominence would dictate.
If he is counting on the name on the top of his diploma to get him where he wants to go then by all means seek the most prominent university that will accept him.
There are numerous examples of LSU graduates being successful by anyone's standard and often times academic rankings are a political cash grab... If you don't believe me then you haven't met enough people to know that there are idiots that hold advanced degrees from every academic institution in this country.
