That detail was a standard dating back to the late 50's early 60's. The purpose of the bridge barrier, as someone said, is to redirect a vehicle upright. Also, this particular design has a 10" curb. That take some doing to get above it in a typical vehicle.

The newest standard is 3' high single slope face. It's expensive to just demo the old rail and come back with new, and the delays to traffic would be massive. If they are going to touch those bridges, they need to wait until they can widen them and replace the railings then.

Most of them have to be missing by now.

I know maintenance is kind of a foreign concept to LADOTD.

Oddly, we drove right by there that same evening to do the U turn under the interstate and saw nothing from a wreck. I guess that’s a could have been me
