Panhandler on major intersection with infant in child carrier.

I was getting gas and noticed this. Let's get past the fact that a lot of panhandlers are not homeless and are breaking multiple laws when they panhandle on public streets.

How is this not child endangerment walking in and out of traffic at a busy intersection?

And to top it off, I come outside after getting my caffeine in the store and someone in a late model Honda Accord takes the baby from him through the window and puts it on her lap and drives off as he continues breaking the law.
