Over/Under Driving Around BR Game

As a kid we played spot the make/model or license plate game to pass the time on road trips. Driving around BR, I've killed time by playing Over/Under:
# of vehicles running the red light as I sit stopped at the perpendicular light that turned green
# of vehicles that tail gate so close the driver in front can't see any section of the hood of the car behind
# of pedestrians that cross traffic lanes while traffic is moving, especially fun to play at the bus stop location on Perkins at Essen
# of vehicles that pass you like you're parked while you're driving 20 mph in a school zone
# of parish school system and "First Student" school busses that catch air under the tires when turning, run red lights, turn on red without stopping and pull out in front of on coming traffic without regard to speed of said oncoming traffic
# of vehicles without license plates or temp tags that pass you as you're traveling north of Florida Blvd, either direction on Winbourne, Plank or Scenic and especially on North Foster
# of cars that can't stay in their lane after executing a right turn in an intersection where 2 lanes are right turning, especially fun on southbound Drusilla at Jefferson
# of lawn care personnel who blow clippings/leaves into the middle of the street/roadway instead of blowing back into yard or bagging
I've lived in BR for 45+ years, with some time in Sao Paulo, Rio de Janeiro and Brasilia for work. In those huge cities, the drivers were aggressive yet competent. What is the underlying root cause of the seemingly deteriorating quality of driving in BR? There is no one major demographic in my observations, its young & old, male and female, white and black and Hispanic and Asian, cars, trucks, busses, etc.

BR drivers are bored and irritated. Many of them do not understand that there are eleventy thousand other people sharing the road with them. Cell phone usage, lack of any driver's education in certain demographics, BR built to host a village of mice and not 200K people, and an assortment of drivers who will only drive the speed limit versus a bigger surplus of weavers, tailgaters, ragers, and retards.
