If you have a tank heater, yes you do. Your thermostat doesn’t let the water cool much before turning on. Therefore you are heating hot water. HOT WATER HEATER.

You really do need to understand your house.
When we lived in Algiers Point, our house had been built after a major flood, so we had an above ground basement. And that's where the water came into and through the house, and stayed above the ground.
In summer we would turn the hot water heater to slightly warm and take our showers from the cold water spigot...it was pleasantly warm because it had heated in our un-airconditioned basement. The dishwaster had a waterheater boost on it. And it was hot enough that we took a lot of showers and very few baths.
