Out of state vehicle donation question

Family member out of state (TX) wants to give a car to a kid (LA). What paperwork is required?
Do they sign and notarize a LA Act of Donation form?
Do they have to be present to transfer the title?
How does this go down? The want to have the car shipped over here and they weren't planning on coming to LA.
