If I have an issue with a neighbor, I talk to them. If they have an issue with me, they talk to me.

When I moved to Tyler, Texas (many years ago), we rented a duplex while we were looking for a house.
Landlord comes by my office. Neighbor is bitching because my wife was playing loud music during the day.(and they generally were not home during the day). The neighbor never talked to us. Wife assumed that they were never home during the week.
Neighbor had a dog that they locked in the garage all day. The dog howled all day. Wife would play music to cover up the dog howling. I told the landlord that my neighbor had the gall to bitch about music when their dog howls all day. I also told the landlord that I didn't care about the dog howling as long as my wife could play music to cover it up.
A couple days later, their dog got out and the dogcatcher had the dog in custody. I intervened and kept their dog until they got home. From then on, everything was great.
It all worked out. The neighbor came by and talked.

Call the police.
File complaints with various government agencies to get neighbor in trouble.
Annoy the neighbor.
Leave snarky notes and post the notes on social media.

Talk to the neighbor.

Wife (a redhead): "Don't you know it is against the law for an old man to run around publicly in his drawers?"

That is correct. A thousand apologies for my attempt at humor. I realize now this isn’t the place for such a childish thing.
