Generally, the landlord cannot consent. There are exceptions for exigent circumstances.

Like human life in danger, which doesn't really require a warrant anyway.
But if you haven't been evicted or abandoned the property (and the landlord doesn't also live in the same apartment), consent from the tenant is needed absent a warrant.

Same as a home. The apartment may be owned by the landlord, but it is your dwelling, so they need your permission or a warrant, except in emergencies, etc.

Basically, anything that would allow a landlord to enter. Does the landlord suspect damage or breach of contract. The landlord may need to give notice before entering. Were there any stipulations in the lease agreement, such as is done with some student housing, in which some landlords can enter with a knock if they suspect smoking or pets or other violation of the agreement.

There’s a reason they use words like probable, likely, and realistic danger. They can define these very broadly.
