What is actually happening when a project gets started, lanes get blocked, a road gets torn up, and then nothing happens for 4 months? Reference, current state of River Rd. downtown BR.

Depends is there underground infrastructure to be dealt with, are there weather delays (just because it hasn't Rained in 2 days doesn't mean it's dry enough to work) then there are the administrative things, the proper application of materials etc. It's not just rip it up and dump it back.

permits... weather and soil samples have lots to do with it.... most of the time the City Parish or the hiring of underfunded Bogue contractors delays projects

You must be talking about the IBM construction. They were doing some sewer work and then caught with pants down when river became high.
