OT classic car owners - antique plate question (LA)

The LA DMV website is no help with this question, I know I should be shocked.
I purchased a 1973 Corvette, the car wasn't running and didn't have a plate when I bought it. I have a clean title.
It is now running and I need to get an antique plate. Do I simply fill out and mail in the antique plate application or do I have to get a regular plate first and then apply for the antique plate? That would seem stupid BUT the website says "•If the vehicle is not registered in the applicant's name, proper title documentation and fees must be submitted along with the request for the Antique license plate. "
I am guessing "proper title documentation" is a copy of the title but how would I determine "fees"?

quote:i would try one of the "express" dmv's first and see if they can help you out...they charge a little more,but in your case it seems like it would be worth it.
