My home will not be complete until later this month. Mortgage guy said I missed the deadline, and will basically pay the GDP of a small country. Is this correct?

When was the deadline?? I'm building starting next month. Just signed the paperwork today. Curious about this as well.

? I was shocked at the difference in not meeting the deadline. Like a 2.2 multiplier.

If you're in Alabama property taxes run Oct 1 to Oct 1.

This is probably the most retarded tax I have ever heard.

Yep. It's confusing as hell and causes a lot of problems. Depending on what county you are in you may be able to talk the revenue department into retroactively applying homestead. However if you were claiming homestead on another property Oct 1 2015 to Oct 1 2016 you're likely SOL

Just file for homestead exemption on Jan 1, taxes will adjust next year. Your taxes should be assessed "lot only" this year and will be re-appraised to reflect the new structure next year. I.e, they should be really low for the lot only

Not a big deal if you do it just after the new year
