You probably have a stuck indoor fan motor relay which is built onto the control board of your inside unit.The control board will have to be replaced and if your outdoor unit will not come on could be several things such as capacitor serving the compressor and outdoor fan motor,compressor contractor ,or bad t-stat not calling for the compressor to turn on.

Probably the contactor on the outside unit
They are prone to stick sometimes and they aren't very expensive

Bad thermostat. Both units checked out fine as far as being fully charged and clean. Inside unit will run, not hurting anything while outside is completely off. I have 2 Rheem units.
Time to purchase a new thermostat. Recommendations? I know I want programmable, doesn't need to be WiFi.
Best place to pick one up? Local or Amazon?

Go to Lowes or HD and get a Honeywell for about $65. Just punch in the colored wires per the T-stat instructiions and then program it to your liking. Its not that hard to do at all.

check and see if your overflow pan under the evaporator coil is full of water.
