17 (16.60964049) generations ago one of his ancestors may have been an African.
First slaves brought to the new world 1607, according the the Virginia History Book I had in high school.
Or 25 years per generation, that would put the possible coupling at 1592.
Or consider that somebody realized their numbers didn't total 100% so added wiggle room because they hoped to upset someone from the south.

He will be put on hold if he calls for any government benefit programs

I highly doubt all of his family has been in the New World since the 1600s.
Especially French, German, and Irish (I guess technically he could be all English and no Irish but doubtful since he is pretty mixed) I would guess that one of his Irish or French ancestors had an African ancestor around then. Maybe a couple of them had a couple ancestors longer ago so it added up to make .001. Or maybe that blood just lasted (or didn't last) in his genes for long, and he had an ancestor much longer ago (or recent) than we can see that was an African.
Genes are only a guess.
His sister could take an ancestry test and turn up 100% English and Irish (it's doubtful but possible technically)

True. Neither of my siblings had Native American in their results. They were both 100% European.

High cheek bones?

Same. The Natives must have strong genes. I doubt I am any more than .3%.
