I've always included a gift card when doing a silly white elephant gift, especially when it was way under the limit.

In all the white elephants over the years, I only recall one really bad gift. It was a bunch of stuff to make up a movie night with a big tin of popcorn. The popcorn was rancid (expiration date was a year previous) and I don't even remember what the DVD was but it was something you'd find in a dollar store. The candy was stale. I found a gift tag at the bottom to someone whose name I didn't recognize. It was just bizarre all around.
