Why would China or Russia do that?
China and Russia are happy North Korea is threatening the United States. Any international problem for us is good for them. They will only act when North Korea becomes a problem for them, and it isn't right now.

I'm guessing at this point that we have a CIA presence in NK....wouldn't be surprised if there was a "rebel group" pretty soon
