NOLA Style Jazz Band being pedaled through downtown DC?

Not sure who they are, or why they were playing, but as I was reading the Steve Van Buren thread on the Rant when I heard the sound of a small jazz band apparently coming from Pennsylvania Avenue. Although it's not unusual to hear music at my office (as we overlook the Navy Memorial where various Navy groups and visiting high school groups often play), this was different. Out to the balcony and I see three pedicabs lined up in the central bike lanes (where the neutral ground should be) with musicians in each. They finish up a bit of a dirge and break into the Saints. I tried to start some clapping and dancing along, but only got strange looks from the passersby.

I should know better than to post this, but it's a slow Friday in the nation's capital.
