New Telephone Scam?

I received a call yesterday - no name, but the screen said it originated from a city in Pennsylvania. I don't usually answer calls unless I know the caller (anyone else can leave voice mail), but I have a baw in Pennsylvania in poor health so I thought maybe it was someone calling about him.
As soon as I answered my phone screen went black. I could not hang up. I tried the home button and it was inoperable. I tried the off switch - no response. I could hear a pleasant female voice talking over the blank phone.
I assumed this was some type of ransomware, but it was only an advertisement. As soon as the ad finished, they hung up and screen came back to life.
I rebooted my phone and have not had any problems with it since that call.
OT got any ideas?

Ask that again when you have a parent in a nursing home. That nursing home has multiple numbers they can call from and I don't have them all in my phone.
