The Morel plea was perplexing. I personally do not think that Fred Harper and Ralph Capitelli colluded with each other because of some Florida beach house they own together. Ralph used to work with Fred at the US Attorney's Office, and so did his son, Brian Capitelli. So did lots of prominent defense attorneys.
Whatever was the cause of that plea deal being such a plum for Morel, that article doesn't seem to give a plausible reason. I assumed there was some flaw in the evidence, or a problem with contradictory witness statements, but that was just a guess.

The FBI agent's perspective who wrote the letter on the DOJ in New Orleans isn't unique and other federal law enforcement agents (Secret Service/FBI/IRS/ATF) have been complaining about the corruption in that office for several years now. The agents complained that cases were routinely dropped even though they were wrapped up with a silver bow on them because of connections some people had in the office with those were targets. Federal agents in some divisions were so concerned about the DOJ in New Orleans office that they started assigning numerical numbers to key witnesses so that people in the DOJ in New Orleans wouldn't leak back to the targets of the investigations who was providing the agents with information.
Harper was in charge of case assignments and which cases were prosecuted and which weren't. Something clearly wasn't kosher with the Morel deal though that much is clear.
