If you try to lock it the first time when the drawers are not all closed, it will do that.

Just unlock it, move the locking rod manually, and close everything. Then lock it back. I'd be surprised if file cabinet tech has gotten more complicated than that.

My first job was filing legal papers in a room full of file cabinets that are probably all replaced by cloud storage now.

WD-40 and if that doesn't work use a commercial grade grease gun and apply liberally.
