Well it was a dumb response. My 21 year old is at UGA as a junior right now and was accepted into LSU but out of state tuition was too much.
So if we moved to Louisiana there is a possibility he would have to move back in temporarily while we establish residency.

The Mississippi Gulf Coast is booming right now with New Orleans residents moving over there. A friend told me his auto insurance was 8k a year for his two cars in Orleans Parish and when he moved to Gulfport the same insurance/insurer was 2700 a year.

It depends on what you value. My nuclear family & I have lived in Mid-City NOLA for about 5 years. We've thoroughly enjoyed it
There are many dining, imbibing & grocery places within walking distance of most homes in Mid-City. We must drive one child to school uptown, it's a long drive (approx. 10 min. each way), but manageable with hired help.
Another good thing about NOLA is that the private schools are relatively inexpensive especially if compared to most Southern and East Coast boarding schools (e.g. Episcopal, Woodberry, Avon Old Farms, Baylor, McCallie, St. Lawrence, etc.).
I'm not from New Orleans but have found it to be a comfortable environment. At this moment there are several reasonably priced homes upon Bayou St. John that may be well suited to a family of your's size.
Lake Vista may an option if you lack an interest in walkability.
Additionally, Poland Avenue (Bywater) recently had several interesting properties. That is a wonderful neighborhood for children to play, as the levee, batture and Industrial Canal are nearby

I earlier advocated for Mid-City Nola. While I believe that meets your stated criteria, I also think Chalmette, Bay Saint Louis, Algiers Point or Braithwaite could be good places for y’all.
In BSL you’ll have more restaurants, shops, folks etc. in walking distance. The MS islands are great playgrounds nearby.
Algiers Point is like a small town within the city, with a few restaurants and bars and a quick ferry ride to town.
Chalmette has a distinct culture (like it or not). It’s also well located for recreational activities but not totally divorced from dining opportunities. There are some great houses on St. Bernard Hwy and the levee. If your kids have 3 wheelers (or 4 wheelers) they will have a blast on the levee.
Braithwaite is a little down the road from Chalmette. If socializing is your thing look elsewhere. If y’all like the outdoors while being close to a metro area Braithwaite may be ideal.
From each of these places your driver could get your children to school in New Orleans within an hour.
