Clinton should be, but I can't think of anything Obama or Bush have done that is overtly criminal. I didn't like either of them as Presidents, but wouldn't call either of them criminals, at least from their own government standard.
Clinton though I'm almost sure raped Juanita Broaderick and of course there's Whitewater and lying under oath. He absolutely should be in prison.

You implied that there is no reason anybody could hate him. Since that is a well established thing that most people hate him for, I thought it was pretty obvious you thought he did nothing wrong there, so I went and brought up something completely different.
