Yeah that makes sense but point being that the title doesn't seemingly change hands to the greater public.

The point of title changes at house shows is to show anything can happen and you need to buy a ticket when they come to your town. It could be the same situation here where if Rusev wins the title its their way of saying you need to get the network to see these big matches.
