It's a use tax.

Just like a gas tax in individual states or jurisdictions.

Also it isnt all of Manhattan.

I'd argue it's more closely aligned with luxury or excise taxes, like tobacco taxes.

ETA: While yes, those are consumption taxes, the purpose is to decrease sales. This is similar in that the purpose is to decrease Manhattan congestion.

Well, because it really only hits the wealthy, I agree.

But nugget believes there are swaths of poors driving to Wall Street jobs every day.

This is completely false, and also a wrong interpretation of excise taxes. This tax will be completely passed on to the consumer. The poorest will be most affected.

No one is changing their habits based on this.

Sure it will be passed one. As would a direct tax on the entire city.
