It's a use tax.
Just like a gas tax in individual states or jurisdictions.
Also it isnt all of Manhattan.

I'd argue it's more closely aligned with luxury or excise taxes, like tobacco taxes.
ETA: While yes, those are consumption taxes, the purpose is to decrease sales. This is similar in that the purpose is to decrease Manhattan congestion.

This is completely false, and also a wrong interpretation of excise taxes. This tax will be completely passed on to the consumer. The poorest will be most affected.
