I'm sure those probably would affect it, but you should be able to learn all the basic stuff, ponytails messy buns, etc. braiding might be a problem, but who knows, maybe that would help you get better? maybe not with the ptsd part, it is girl's hair after all. 
I lost some of the feeling in my ring and pinky fingers on both hands after I broke my neck, and they still have a tendency to go numb and tingly sometimes, but I think your body learns. it doesn't seem to have slowed down my painting, but I do drop shite all the time now.

My mom got bucked off a horse and broke her back when I was little so she was stuck in bed. Dad tried to fix my hair for school, but one of my friend’s Mom’s saw me looking like an idiot and called and offered to fix my hair every day
