People in NOLA need to be tested to go anywhere if not vaxed. So that will nudge up testing numbers.
If the RT has gotten that low, could it be the Delta Variant has run its course infecting the people most susceptible and herd immunity is near. Because by now a majority have either had it or were vaccinated.
Take for example, I know an office where 10 people work, 3 were vaccinated and 6 not. All 6 unvaccinated caught it and have recovered.

According to that same website, the second to last chart (percent ever infected) shows an estimated 63% of Louisianians have had it. Not sure where the herd immunity threshold is right now but with how quickly it burned through and is dropping I’m hoping we are past the worst of it for good.
