I think the cop has a device deployed on the front of his cruiser and can hit a button and it shoots out and sticks on the back of the vehicle. Then he uses the green laser to activate the tracker to locate the vehicle incase it alludes the cops.

It is a GPS tracker that he shot out of a cannister on the front of his car. It sticks to the questionable vehicle in case they run and get away.

the driver of the suspect vehicle HAS to know that thing's been attached to the vehicle
