I live in the Baton Rouge metro area and can confirm that LADOTD clearly hates the people that have to use the state and federal roads that they are responsible for maintaining.
LA1, US190, US61, LA30…doesn’t matter. The pavement is very deteriorated, the reflective stripes are barely visible, and in some areas there is so much degradation that the substrate material is clogging up the drainage.
The lighting sucks too but that’s because Entergy apparently can’t handle changing light bulbs.

I read somewhere that Louisiana has about 2x the DOTD employees per capita than the staffing levels of the equivalent organization from Texas.
Maybe not apples to apples given the sphere of responsibility, but that’s an astounding number considering the horrific condition that most of Louisiana’s major highways are in right now.
Whatever the cause, the taxpayers are not seeing value for what they are paying. Progress on new projects is either nonexistent or very slow. Maintenance is not really executed well if at all.
