Chicago's winters absolutely blow, but you get used to it. The winters there are no worse than the summers in Houston. With the weather situations cancelling one another out, Chicago is the CLEAR winner between the two.
New York City literally stinks. When you build a gigantic metropolis without alleyways to put out the trash, you end up with an entire city that reeks of the piles of trash outside of businesses. Great city but the smell, the trash laying out, and the resulting giant rats are a no go.
LA has incredible weather but the traffic is the worst of the bunch. I guess it would depend on my situation. Remote work and living near downtown or somewhere like a rebuilt Malibu? Sign me up. A daily commute? Nah.
I guess I'd choose Chicago overall with LA right there. NYC second/third. Houston a very distant last place.

Chicago is the correct answer.

Houston. Chicago would have been first but that crazy arse mayor is going to jack up taxes out the wazoo to payoff a 1.6 billion deficit.
