You can also lie with graphs.

Example: in east Tennessee there are at least four counties in which there are NO cases. As of data released yesterday, didn't have any and haven't added any.

By that map, we should be gray as "rate unchanged".

Looking at New Mexico, those are some huge counties with almost no populations. For some of them, going from 0 to 1 or 2 is a major increase. Likewise eastern Colorado, out in the flat, dry country.

I'll give it more attention where the urban areas are, where the disease has been for a while.
