That is a great question. The highest risk with the virus should be given this pronto.
There is a lot of red-tape and pride we have to work around here though.

That is a major reason things move so slowly here, we are way to litigious of a society. You LA people know this best.
Big Pharma is also a major player in slowing things down.
As far as Autism goes, we can always start giving the vaccine to the higher risk people, which would be elderly. The younger can get the virus, kick it and then move on with the rest of their lives.

Why don't we give it to people that already have autism. Who knows, in addition to immunizing them from the Chinese Flu, it may also cure their autism.
