I wish there was some kind of registry for people who buy or adopt puppies and then when the pup gets older and they did not train or invest the time in it's training. They can't handle the dog as an adult and abandon or put dog up for adoption for someone else to deal with... They should be issued a non ownership card and be ticketed when they have a dog.

I have known more then a few people who have gotten puppies for kids and when puppy becomes an adult they ditch the dog or "allow" the dog to escape and never go searching for it. Makes my blood boil
