Thats not a secret. There is a show on Hulu about it called Paradise.
Pretty good show.

Set in a city-sized underground bunker in Colorado three years after a doomsday event, the series follows United States Secret Service agent Xavier Collins as he seeks to discover the truth behind the killing of the President of the United States.[3] As Xavier comes under suspicion for President Bradford's death, he searches for answers about what really happened, and is unsure of whom he can trust as his questions lead to many shocking revelations.[4]
Pretty good show.

but now you couldn't get a cabinet member to a chopper fast enough to even take off in a first strike scenario.
And the chopper would run into a civilian airliner when trying to leave DC

This seems to be rehashing some stories published between 2017 & 2018 about possible unauthorized spending by HUD and Defense from 1998 to 2015.
It wouldn’t surprise if underground facilities were made after bombings & attempts late under Clinton and then even more after 9-11, but the extent these claims made at the time seemed off especially with so little proof of anything being built besides “some” national security infrastructure. Still no proof structures and transportation systems built to the extent as person implies, but I don’t know if she is adding new info or just rehashing stories from 2017/18.

Does it say a timeline for that spending? I can see a number like $21 trillion if it's been ongoing since the Cold War.

Every time I read some rag saying that the bunker at The Greenbrier was a long held secret, I have to laugh. Everyone who lived with a hundred miles of it knew about it from day one. Dad used to take us up to the Greenbrier every time we'd visit Mom's sister in Lewisburg. Absolutely nothing was hush-hush about it - ever. Maybe the good folks in southeast WV just really suck at holding secrets.

The grandpa from Independence Day …
“You don’t actually think they spend $20,000 on a hammer, $30,000 on a toilet seat, do you?”
Probably also a good idea to build those ships from the movie 2012 if they haven’t already.
