Vodka can be made from anything including just sugar. It’s a neutral spirit distilled in a very tall column with a ton of plates. Ciroc is actually distilled from grapes.
As far as the op goes, yeah it’s cheap shite marketed to look premium. With just enough agave to make it legal. The rest is probably sugar wash/shine which you could say is vodkaish.

This is my favorite line of tequila. The taste and price point are an elite combination, IMO.
