I've been to Brazil 5 times in the last 15 years or so. I was able to get my first visa by mail. The second I had to go in person because the mail order wouldn't have been done in time as my trip was pretty last minute.

The biggest issue was you had to actually have tickets purchased before they would grant one. As a non-citizen you basically always had to be able to prove your intent to leave the country.
