Sue them and make them get debarked.

Just saw they have the damn thing chained up on a leash in the backyard right by my fence. What is the point of that? Make the dog miserable but barking for somebdy that would go in backyard gate?

Tell the neighbor because you will never spend a minute in the backyard without it barking?

Without a doubt - tell the neighbor.
I'd be nice but serious.
"Man, its driving me fricking crazy. I need your help. I can't even go outside in peace at my own house. Really need your help. "

ETA: just saw this

chained up

Forget what I said above. I'd wait till they're not home unchain the dog and let him out the fence.

. Dog can probably jump, climb or otherwise get out of fence if not tied.

My neighbors have a couple loud dogs and a fence that partially connects with mine. Most of the time it doesn't bother me, but if I'm outside trying to grill or relax, or if the dogs get up on this elevated play house thing they have I get a little annoyed. I mean, at least be considerate enough of your neighbors to keep them from getting up there and barking at everything that moves.

Anyway, if they push me too far I usually just yell very loudly a nice "shut the frick up!" They have kids so I guess they don't like that because the barking stops soon after.

Apparently our dog barked all day while we were at work and disturbed our neighbor that worked from home. He knocked on the door one afternoon after we got back from work and told us. We bought a bark collar for the dog and he stopped barking. End of the story.
