You don't live in Louisiana for the schools, or the roads, or the quality of life, or the water that doesn't contain brain eating amoebas. You live here because the people are the most beautiful, passionate, strong, funny, and just all around great people on Earth.

I have lived all along I-10 12 and 20, and I would say that St Tammany parish and south Lafayette are by far the best. I always carried a 9 in EBR and not nearly as much to do along I-20 unless you like casinos, high school football, or hunting, and two of those only give you something to do in the fall

On about 5 acres in Rocky Branch overlooking Bayou Deloutre and the Ouachita River. House is built and ready once I retire in +/- 15 years. Kids will be in college so zero fricks given about schools.

Finally someone mentions Monroe. North Monroe has good schools, restaurants, a fantastic golf course, and is close to the best hunting and fishing in the state. Home to Louisiana's largest company, Centurylink, a fortune 100 company. I grew up in rural northeast LA and moved back here from San Antonio by choice. Best decision I ever made, our quality of life is amazing.
