How to unlock an iPhone 5

For free? One of my employees found a phone in the parking lot and we're trying to figure out whose it is. There's no service so we're assuming it's been lost for a while.

ETA: was found near uncle earls on the ground near Perkins. Pink and green otter box. White iPhone 5. If anyone knows who's this is lemme know.
