Logistics.
To blow a levee like on the Missippi you need to set a row of boreholes across the levee and fill them with a large amount of low-velocity explosives with a high heaving property (something like ANFO). This takes time and equipment. Something a baw on a UTV will notice especially when the water is high which is the only dangerous time to do it.
Some Ukrainians tried blowing an earthen dam early in the war with just high explosives placed on top of the dam. It moved a little dirt around and made a big boom but nothing a class of kindergarteners with plastic shovels couldn't have done after lunch and before nap time.
