They were all with friends or at work so I didn’t have time to start a conversation. Obviously that is a better route but it isn’t always possible...

Doing it when she is with friends is putting her in a weird spot. If she gives you her number after just a hi, her friends might look at her like a skank.
Putting someone on the spot is one thing, doing it in front of a group is asking for a bad outcome

I would never just go up to some random girl, say hi and ask for a number. At least start a conversation first.
